I've learned that "arguments" and "disputes" between blacks-and-whites usually mean whites were accosted in some manner prompting an exchange in words or actions (as opposed to simply being shot).
The victim was Sergio Southall, 34. He was shot multiple times the report said.
The "argument" occurred in Charleston, West Virginia and was reported August 7, 2020.

Officers say when they arrived at the scene, they found the victim, identified as Sergio Southall, 34, of Charleston with multiple gunshot wounds.
The victim was transported to a local hospital, where he was pronounced dead.
During an investigation, officers learned the victim was in an argument with two unknown black men on the sidewalk in front of the victim’s home.
One of the suspects pulled a gun and fired multiple rounds at the victim. The suspects then fled the area on foot.
