Psychopaths, as you may know, lack affective empathy. That is, they don't care about others and, consequently, are more apt to hurt others and commit violent crimes.
Research presented by Richard Lynn reveals that psychopathy is more prevalent in some people groups than others. When western nations open their borders to ethnic groups with an elevated percentage psychopaths, they are quite literally inviting elevated rates of violent crimes. Lynn published the results of his research in his book, Race Differences in Psychopathic Personality: An Evolutionary Analysis.
Interestingly, Hare notes that his subjects were not "aliens," referring to space aliens. However, many psychopaths are illegal aliens.
