Blacks are facing discrimination in California's Bay Area. Specifically, about 41 percent of tickets issued for fare evasion from the Bay Area Rapid Transit (BART) are issued to blacks.
Only 12 percent of BART's riders are black. Blacks, therefore, are slapped with a disproportionately higher number of fines that the non-black population.
There is a reason for this blatant, anti-black bias: Blacks are evading fares at a disproportionately high rate. Or, in short, blacks are causing their own blatant, anti-black bias.
According to Mercury News, 23 percent of tickets were issued to whites who comprise 44 percent of riders.
• Panoptic trend
Two conflicting conclusions can be drawn: (1) Blacks are more likely to evade fares than whites or (2) blacks are victims of racial profiling.
Considering that blacks commit a disproportionate percentage of most crimes relative to their population percentage, it's safe to conclude that BART's gate hoppers are disproportionately black rather than mere victims of racial profiling.
The black-crime trend is panoptic. It transcends time and geography. There is no time and no place where the trend does not hold true.
• Traffic lights
Here's an example.
Traffic light cameras generate unbiased data. They cannot engage in racial profiling. Nonetheless a study of data generated by traffic light cameras revealed that blacks are more likely to run red lights than other people groups; particularly whites.
A study revealed that 30 percent of those who ran red lights were black while the area population was only 15 percent black. 62 percent of offenders were white while 75 percent of the population was white.
Massaging the numbers — blaming the disparity on contributing factors such as poverty — doesn't help. That is because other studies reveal that blacks commit a disproportionate number of crimes relative to their population across the country. • Other crimes
2013 FBI statistics, for example, reveal that 52.2 percent of homicide offenders were black while blacks comprised only 13 percent of the nation's population.
The percentage of blacks offenders is disproportionately higher than that of other people groups in almost every crime category. (Whites excel in three liquor related categories such as DUI). Overall, 28.3 percent of all crimes were committed by blacks who comprise about 13 percent of the population.
Annual FBI statistics reveal that, year after year, blacks consistently commit about half of all homicides. And year after year blacks commit a disproportionately high rate of crimes overall. The data is panoptic; transcending time and geography.
Consider that middle-Easterners and non-black Hispanics are generally counted as white.
• Where blacks congregate, crime increases
The is no evidence that skin tone causes one to commit crime. White people with sun tans don't commit a disproportionate number of crimes than untanned whites. Brown East Asians actually commit crimes at a lower rate than whites.
Where black congregate, crime increases. If skin tone isn't the culprit (and it isn't), some other genetic factor must be at play.
Think of the Black Congressional Caucus as a black community. According to frontpagemag.com, "In the last decade, every single House Democrat sent to prison for financial crimes was a Congressional Black Caucus member."
"Numerous CBC members have faced ethics investigations, three have been sent to prison in the last 5 years," the report says. It then adds, "In 2012, a report claimed that a third had been named in an ethics probe during their time in office."

Rep. Chaka Fattah was sentenced to 10 years in prison in 2016 for racketeering, bribery, bank fraud, mail fraud and money laundering after stealing money from an educational foundation. His sentence set a record as the second-longest jail sentence received by a member of the House. The record was set by Rep. William “Cold Cash” Jefferson, another CBC member, who racked up 13 years in prison.
Rep. Corrine Brown was sentenced to 5 years in prison in 2017 for mail fraud and various other forms of fraud after running a fake charity that stole money meant to provide scholarships for minority students.
Rep. Jesse Jackson Jr. was sentenced to prison in 2013 for wire fraud and mail fraud after abusing campaign funds to buy everything from cashmere capes to a $40,000 gold Rolex watch. A key element in Fattah’s case was a Porsche convertible. Corrine Brown’s slush fund helped pay for a luxury box at a Beyonce concert. That’s typical of the crimes committed by CBC members which involve plain old greed.
Corruption isn’t new to Capitol Hill, but it’s particularly obscene when politicians representing impoverished areas steal money meant for their constituents to live ridiculously lavish lifestyles.
CBC members often set up educational non-profits, into which corporate donors pour money, but the only people who benefit are their friends, their family members and their own bank accounts. Rep. Eddie Bernice Johnson never went to jail, but Congressional Black Caucus Foundation scholarships that each member is supposed to distribute to needy district members instead went to her grandsons.
Rep. Frank Ballance did go to jail. In 2005, he was sentenced to 4 years in prison for that CBC standby, mail fraud and money laundering relating to theft of funds from an educational non-profit, run by him.
CBC non-profits notoriously function as slush funds for corporate lobbyists to trade favors for cash.
In the last decade, every single House Democrat sent to prison for financial crimes was a CBC member. In the last twenty years, it’s over 80%. These are deeply troubling statistics because the crimes invariably involve the politicians somehow enriching themselves at the expense of their poorer constituents.
The Congressional Black Caucus claimed to represent the interests of black communities, but then devolved into a disgusting orgy of corruption. CBC members are the easiest to bribe, the most willing to put out for corporate lobbyists, using the rhetoric of civil rights to cash in on their communities.
Even when it comes to the #MeToo movement, the CBC proved exceptional with a sexual harassment scandal forcing Rep. John Conyers to retire while Rep. Bobby Scott was accused of harassment by a member of the Congressional Black Caucus Foundation.
Will the freshman Congressional Black Caucus class break with tradition?
Rep. Omar’s campaign finance issues suggest otherwise. Rep. Lucy McBath had lefty billionaire Michael Bloomberg buy the election for her at a modest cost of $4.5 million. Rep. Steven Horsford joins the freshman class, but he's a political veteran who lost his previous election and has been accused of compromising ethical rules and repeated ethics violations. In short, it’s CBC business as usual.
• If not skin tone, what is the cause of black crime?
The is no evidence that skin tone causes one to commit crime. It is coincidental, not causal. The profile of criminal consists of three elements: Age, gender, and IQ. Criminals tend to be between the ages of 18 and 49. They are nearly always males. Their IQs typically range from the mid 70s to mid-to-low 90s.
Considering that intelligence is heritable: Could the most effective and efficient means of reducing black crime be for blacks with IQs above 100 to procreate at a significantly higher rate than those with lower IQs?
Then, again, consider that members of the Congressional Black Caucus likely have a collective average IQ superior to that of the collective American black community and, possibly, the collective white community. Still they commit crimes disproportionate to whites.

During a 14-day period in July — a relatively small sample but the only data BART provided in response to a public records request from this news organization — African-American riders received 41 percent of tickets issued, even though they make up only 12 percent of riders, according to a 2015 survey, the most recent available.
No other group faced such a wide disparity. White patrons received 23 percent of tickets, and made up 44 percent of riders, according to BART’s data. Asian and Pacific Islanders made up 23 percent of passengers but received 5 percent of tickets. And Hispanic or Latino riders, who made up 18 percent of passengers, received 10 percent of the tickets. Another 20 percent of people who received the tickets were labeled as “other” or “unknown.”
