According to police, four women were killed, and one man suffered life-threatening injuries and was flown to Harborview Medical Center.
The lone gunman was armed with a rifle. His motive is unknown.
The suspected shooter was last seen walking towards Interstate 5, away from the mall Francis told KOMO News.
A photo of the shooter has been released. The suspected shooter is described by authorities as a Hispanic man wearing black or gray clothing, and is armed with a rifle.
Reports stating there was an armed man at Cascade Mall came in shortly before 7 p.m.
According to witnesses, the shooter walked into Macy's and opened fire in the crowded store.
Tari Caswell told the Skagit Valley Herald she was in the Macy's women's dressing room when she heard "what sounded like four balloons popping."
"Then I heard seven or eight more, and I just stayed quiet in the dressing room because it just didn't feel right. And it got very quiet. And then I heard a lady yelling for help, and a man came and got me and another lady, and we ran out of the store," Caswell told the newspaper.
"Out of nowhere I just hear somebody yell and then after that, I turn around and just look at the Macy's and I just hear shots," said Armando Patino who was working the T-Mobile store. "I hear one shot and and then stand kinda still and like two three other people start running out saying gun."
