A Franklin County judge has ruled that Willie L. Dumas, awaiting trial in the stabbing death of an 89-year-old woman, is not eligible for the death penalty because he is intellectually disabled. A county grand jury returned a death-penalty indictment against Dumas in July 2014, charging him with aggravated murder, aggravated burglary, aggravated robbery and tampering with evidence in the April 17, 2014, slaying of Anna Eblen in her house on E. 12th Avenue on the East Side.
