Thomas is accused of killing Lisa Scheetz, 44, and her 16-year-old daughter, Hailey, during a home invasion. He is also accused of stabbing Scheetz's 15-year-old daughter.
Police say Thomas had previously sexually assaulted his victims.

Investigators have said the they were victims in a separate sexual assault case against Thomas.
According to Lancaster County District Attorney, Craig Stedman that’s one of the reasons this case is eligible for the death penalty.

“All killings are bad,” he said. “All murders are bad but there are ones that worse than others, more terrible than others. Those are the ones you look at with the aggravating circumstances.”
Stedman told ABC 27 News that the killings also happened at a time when Thomas was ordered to stay away from the victims.
Thursday’s announcement comes at a time when Pennsylvania has a moratorium against the death penalty.
Stedman said that doesn’t mean his office won’t seek the death penalty.
“We follow the laws and the law of the land is still the death penalty,” he said. “We’re not going to be influenced by politicians. We’ll follow the law.”
