Anchor babies are children who are granted citizenship by virtue of being born in the United States. Illegal aliens use the concept to demand citizenship.
Advocates of birthright citizenship say the word "jurisdiction" in the amendment guarantees citizenship.
The amendment begins, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."
Levin says "jurisdiction" has nothing to do with geography. He notes that American Indians were denied citizenship in spite of being born within the borders of the United States.
