A third suspect, 20-year-old Alphonzo Jackson, was arrested last week
Tevin D. Lambert, 20, and Evan Tyler, 17, were earlier arrested, according to news reports.
Juveniles older than 14 who are charged with murder must be tried as adults, according to Virginia state law.
Peters was 17 when he was shot through the door of his York County home.
All three suspects are Africans in America.
The third arrest was reported April 23, 2015.

Authorities have arrested a man wanted in the murder case of a York County teen.
York-Poquoson Sheriff’s Office says Alphonzo Jackson was arrested in reference to the murder of Dylan Peters back in January.
Peters was shot several times inside the home he shares with his mother near the 200 block of Cattail Lane on Jan. 25. He was rushed to the hospital, where he later died.
Police have arrested two other suspects in this case, 20-year-old Tevin D. Lambert and a 17-year-old.
